Appeal of the Polish Nation to The Citizens of Europe and the World  for Help

ON APRIL 10TH 2010 POLISH PRESIDENT ALONG WITH THE FIRST LADY AND 94 TOP GOVERNMENT OFFICIALS DIED IN SMOLENSK, RUSSIA IN A PLANE CRASH ON THEIR WAY TO COMAMORATE THE 70TH ANNIVERSARY  OF THE 1940 SLAUGHTER OF SOME 21.000 POLISH OFFICERS IN THE KATYN  FOREST BY THE SOVIET SECRET POLICE. AMONG THE PASSANGERS OF THE  TU-154M FLIGHT WERE THE CHIEF OF THE POLISH STAFF. SENIOR MILITARY  OFFICERS, PRESIDENT OF THE NATIONAL BANK OF POLAND, THE DEPUTY  FOREIGN MINISTER, SENIOR MEMBERS OF THE POLISH CLERGY AND  RELATIVES OF THE KATYN MASSACRE VICTIMS .

THE CAUSES OF THIS TREMENDOUS TRAGEDY OF THE POLISH NATION MUST BE  THOROUGHLY RESEARCHED AND ACCOUNTED FOR  BOTH FOR THE SAKE OF THE SECURITY OF POLAND AS WELL
AS EUROPEAN REGION.

OUR ONE AND ONLY POSTULATE AND WISH IS TO APPOINT AN INDEPENDENT  INTERNATIONAL PROBE TO FIND CAUSES OF THE PLANE CRASH.

WE ALSO APPEAL TO ALL THE PEOPLE OF GOOD WILL WORLDWIDE  FOR THEIR SUPPORT OF THIS MA`I'I'ER.

Poland has not yet received the black boxes of the presidential plane even though they  constitute PoIand’s property. The black boxes were used by the Russians to read the recorded  footage of the flight and are still in their possession.

Poland has not yet received the wreckage of the plane, PoIand’s legal property. The remains  of the plane have been stored on the tarmac in Smolensk , Russia for almost two years!

Russian workers were openly destroying the wreckage of the plane after the cash. Polish Public  Television caught on the camera and broadcast nationally to millions of Poles the act of damaging  of the wrack by Russian workers: cutting through the crashed fuselage, smashing windows  of the wreckage that is so valuable evidence for the investigation and which should be  meticulously reconstructed. The only reaction of the Polish government to this act of vandalism  was bringing about the layoff of the journalist, Anita Gargas, who presented the footage in her

Polish government handed over the investigation of the presidential plane crash to Russian  authorities -to President Putin! Russia has the full control of the investigation. Internal Polish  investigation has no legal force in resolving the Polish-Russian dispute internationally. Prime  Minister Donald Tusk agreed to renounce the 1993 Polish-Russian agreement guaranteeing  both countries common investigation and equal access to evidence.

Where are the satellite pictures of the crash? Polish government has still not requested NATO  to gain access to the satellite pictures of the plane crash area of April 10th, 2010. Polish Prosecutor  who attempted to do so was taken off the case. The request to NATO for the satellite pictures,  therefore, has not been made till this day.

Were the Russians at Smolensk killing the plane crash survivors? The most shocking but also,  unfortunately, most probable is the fact that Russians may have killed the survivors. There is cell  phone footage recorded by an eye witness right after the plane crash but before the arrival  ofa180-person Russian military and special forces team.

The sound track resembles not a typical rescue operation but rather an execution. At the 50-second  fragment of the footage could be heard pleading words in Polish sounding like  "Don’t kill us, please!" followed by three loud gun fires and orders and shouting in Russian.

The footage was analyzed by the State Prosecutor's Office and Internal Security Agency (ABW).  Authenticity of the recording was officially recognized. The author of the recording, Andriej  Menderej, a local, was probably murdered in Kiev, Ukraine. Following the Russian special forces  reports, Polish media showed two other potential eye witnesses and authors of alleged video  recordings, Ivanov and Starostienkov, but neither matches Menderiej's voice.

Polish Intelligence recorded in their dossier a conversation of a Polish Intelligence officer with  Menderiej who confirmed his presence at the place of the plane crash on April 10th, 2010  registering the moments after the crash and uploading the footage on the YouTube website.  He stated he was sure that he had seen OMON officers running around the wreckage shouting  and firing shots right after the plane crash but before activating the alarm siren. He described  it as 'killing the survivors’. Menderiej was ready to testify before the State Prosecutor and  requested political asylum in Poland. He was assured that the State Prosecutor's office would
guarantee his safety and protection. Most probably Menderiej did not feel safe in Russia and  left for the Polish Embassy to Ukraine where he reported as an eye witness and testified.

The report of his interrogation was prepared and sent to appropriate Polish forces. One of the  addressees may have notified Russian authorities and as a result Menderiej was murdered.

Polish pilots of the Smolensk flight were mislead by Russian traffic controllers. Traffic control  reported to the Polish crew repeatedly the message "on course, on glide path" which meant good landing conditions. In reality, the plane was off the glide path - a conclusion made after a thorough analysis of cockpit voice recording of traffic control reports and the final stage ofthe flight.

Russians took hold of classified information. Right after the plane crash Russians confiscated  electronic devices with sensitive data (laptops, cell phones, flash drives, sensitive papers,  top secret diplomatic and military codes) belonging to the Polish president and other passengers  - some of a high rank in Polish government. The data stored may be essential for Poland's  national security.

Ouizzical state of the plane wreckage. The wreckage is in shredded pieces. Considering its fall  from 20 m altitude and crashing onto muddy ground at relatively low speed mechanical reason  forthe damage is highly unlikely.

Evidence cover-up and manipulation. The plane crash site was manipulated - shortly after the crash some trees in the area were cut down and lights of the navigational beacons replaced.

Denied access to performed autopsies. No Polish medical specialists were allowed to participate in victims autopsies even thought Tusk's government claimed to have done so. The bodies were shipped to Poland in sealed coffins for burial not to be opened and not to be exhumed - under Russion law! First exhuming of Zbigniew Wasserman took place only in August 2011 and its Polish results matched the Russian ones merely in 3-5%.

Disinformation. Since the early moments after the crash a deceptive media campaign was launched. lt consisted of a series of conflicting messages and repeated lies. Many quasi experts gave their opinion, even before the launch of the investigation, on the alleged causes of the crash.

Their quotes of pilots' mistake as the most certain cause were broadcast in most Polish mainstream media. Another popular reason of the disaster was pressure to land allegedly exercised by President Kaczynski and chief generals. Any hypotheses of potential attack and assassination were instantly dismissed by the media and labelled as 'conspiracy theories'. Media involvement in that propaganda and strong control of the communication flow stemmed from an intricate network of interdependent economic and personal connections of the ruling Polish party (Civic Platform) ,the dissolved secret services organization WSI, and Russian intelligence.

Russian lies and disinformation were instantly promoted by Polish media. Even though they were after months eventually rectified, the public opinion was weary of the media coverage of the crash to accept the corrected version. Polish pilots DID NOT LAND neither did they attempt to land the plane regardless of the conditions. They knew Russian language well to communicate effectively gvith the control tower. They also read the parameters correctly and they had thoroughly analyzed the terrain and weather conditions before the decided to abort the landing flying at 100 m altitude.

A few versions of the recovered black boxes transcripts decoded by Russian specialists were published and the command to abort landing was in every case concealed. The Russians also withdrew the original testimonies of traffic controllers and made them change the stories, an illegal procedure, to be published in the official statement to fit the Russian version. Later research proved other Russian allegations wrong: General Blasikwas not present in the cockpit before landing and did not put any pressure on the pilots. Independent experts also scientifically proved that the birch tree that was supposed to be the reason for the plane to lose one of the wings and plane's flipping as a result of its cutting could not have been big enough to create such resistance.

Despite frequent public declarations of Ewa Kopacz, Polish Health Minister, the soil at the crash site was not thoroughly sìfted 1 meter deep to collect all human remains and plane debris. Months after the crash people could find both on the surface. The team of Polish archeologìsts sent to Smolensk in October 2010 was able to collect on the surface some 5,000 pieces of both human remains and aircraft pieces.

Russian investigation is in violation of the Chicago Convention and its Appendix 13. The convention is applicable to civil flights only whereas the 154M flight carrying the president was automatically classified as a militaryflight and should involve different investigation procedures.

Russian Interstate Aviation Committee or MAK( a body consisting of former USSR representatives) cannot judge and evaluate its own activities. An objective investigation cannot rely on opinion provided by an institution which certified the TU-154 designer, and is also the plane's manufacturer and maintenance provider. The very same committee was commissioned by Wladimir Putin to certify the Smolensk airport, its equipment and staff.

The MAK Report, official Russian report on the TU-154M plane crash, is in most of its conclusions unreliable if not false. The report focused on alleged alcohol concentration in blood of one of the plane victims (an argument irrelevant to the investigation and now not to be confirmed) and not on technical issues causing the plane crash. MAK experts relied on and supported the assumption promoted by the media of the alleged pressure of President Kaczynski and some top military officials put on the pilots to land regardless ofthe conditionsjust to be able participate in the official ceremony in Katyn. lt was the Russian version that made the headlines internationally accusing the pilots and the president and his aids of recklessness. It has never been backed by any scientific evidence. lt has never been rectified in international media.

Neither has it been denied by the Polish government: Prime Minister Donald Tusk never reacted to the statement published in the MAK report - he was on a skiing trip in the Alps and did not interrupt it. President-elect Bronislaw Komorowski was officially on sick leave.

Official visit splitting. The official visit to Katyn celebration was supposed to take palce on April 10, 2010 and include both President Kaczynski and Prime Minister Tusk. Wladimir Putin proposed Mr Tusk to come three days earlier separately. Tusk arranged his visit for April 7th and flew to Katyn without President Kaczynski. Tusk's agenda was not only to participate in the celebration but also to negotiate with Putin a gas contract that would cause Poland 14 billion Polish zloty in losses. President Kaczynski intended to counter the agreement in court upon his return from Katyn. He never did. lt is Prime Minister's special forces duty to provide the president with an aircraft and appropriate protection. Prime Minister's visit to Katyn on April 7th was properly prepared. Security procedures involved in the presidential visit on April 10th, however, showed striking logistic negligence to be blamed on Prime Minister and his staff.

President Lech Kaczynski. He was well-known for his public criticism of Moscow and Putin's politics. His independent thinking and critical approach to Polish-Russian relations and support of Georgian and Ukrainian presidents and their opposition to Russian imperial politics made him extremely unpopularwith Putin and the Kremlin. It was President Kaczynski’s initiative to organize a meeting of European presidents in Georgia and successfully prevented Russian invasion of the country. He was ridiculed by Polish mainstream media which are often sponsored by post-communist capital for his conservative and sovereign ideas. Ridiculed by Prime Minister Tusk who during the transformation of 1989 reached a compromise with withdrawing communist elites to
guarantee their impunity, protection, financial and economic privileges. Kaczynski's term brought strengthening of Polish-American relations and Po|and's position within NATO structures.

Other plane crash victims. The loss of Polish finest political, military and social representatives isimpossible to evaluate: in the crash perished almost all of the Polish General Staff officials,president of the National Bank of Poland, Polish authorities - almost all avid opponents of the Russian gas agreement but supporters of Poland’s energy independence; social activists,"Solidarity" members, who fought with post-communist influence damaging Polish interests. All of them were great patriots who flew to Katyn to pay tribute the fallen Polish officers, doctors, lawyers, scientists killed in 1940 on Stalin’s orders with a single gun shot in their head, and to
remind the world about one of many examples of Soviet lies and denials of their genocide of other nations. For decades the Soviet and then Russian authorities denied the role of Soviet Union in the Katyn massacre. Now their successors, Russian officials, deny their role and involvement in TU-154M plane crash that killed the Polish political elite.

Different sides of a political conflict in Poland. Before April 10, 2010 the conflict between the pro-Russian and pro-German politics of Prime Minister Tusk and anti-Russian and sovereign politics of President Kaczynski was very strong. Tusk , who in 1992 helped to abolish overnight JanO|szewski's government (their announcement of a list of MPs-informers resulted in a great post-communist opposition) was supported by Bronislaw Komorowski, the only non-communist MP who voted against dissolution of regime special forces WSI in the past controlled by Soviet forces and involved in organized crime activities, terrorist trainings. As a new president Komorowski one year after the crash promotes general Janicki to provide Polish top officials security, and whose preparations of the TU-1 54M flight on April 10th show shocking negligence.

Beneficiaries of the Smolensk plane crash - Poland after April 10th, 2010. Political changes of the political and military elites have place Poland in the area of Russian influence. Most of the top military official who died in Smolensk were trained by NATO forces. Present military officials were mostly trained before 1989 in the USSR. Donald Tusk's government signed a 25-year contract with Gazprom. Gazprom 300 million euro debt was annulled and Poland is now completely dependent from Russian gas as a result of the extremely disadvantageous Polish-Russian agreement ( gas pricesfor Poland are the highest in Europe).

Present-day Russia. lt’s an undemocratic country, driving force behind many terrorist attacks (staged attack in 1999 to start a war in Chechnya and extermination ofthe Chechen nation). Russian authorities are responsible for killing of independentjournalists (some 100 registered cases). They also attempted to poison the previous Ukrainian president Wiktor Juszczenko. Out of 1000 Russian top officials-700 have KGB background.

Today sovereignty loss does not happen as a result of an external invasion. lt can also be done by means of a virus - a virus which - when spread- can bring about a self-destruction of a nation. This is part of the curriculum at the Military Academy in Russia whose students can learn about the role of the virus in an information war - an article by Wladimir Lisiczkin published in "Military Psychology lssues" Lisiczkin et al. "To make a nation destroy itself, claims the Russian academic, we need to eliminate its national pride, cut offfrom its history and sense of identity and change the point of reference. To do so promote mediocre individuals to be role-models, lower people's self-esteem and make them passive " The most efficient weapons in the process are basic psychology and simple manipulation.

We have logical assumptions to ask questions whether Russians killed our president. With no support from our government and media find the truth behind the Smolensk plane crash we are appealing the sense of justice and solidarity of the peoples of Europe and the World, the whole international public opinion and all people of good will to help us in our endeavour. We demand that an international investigation should be conducted. The truth will contribute to an independent, sovereign and one Europe.

Everyone has right to an objective investigation in such tragic disaster.
